Can the template be modified to change status from Done -> In Process?

I now this is against Scrum, but several developers miss the opertonity to change the state backwards, for example from "Done" to "In Process". (If they have updated wrong work items, it was not complete after all etc)

I guess the process template somewhere contains the valid state changes, is it possible to change this in our TFS Project?

Yes, that can been done as we've done it with our WI's.  It is a pretty simple change.  I modified ours with just notepad and then re-imported the change.

We added this to allow users to transition back to In Progress.

This goes in the workitem.  If you export the workitem using the process template editor, i.e. Bug as Bug.xml then you'll see the <Transition tag in the file.  Modify that file by adding the above and then re-import the .xml to the same Team Project.  You will see the extra state in the drop down.
